DEICER is a free, anonymous community alert app designed to support immigrant communities and their allies by providing real-time ICE activity alerts, legal rights resources, and tools for peaceful civic action. Built by RC Concepción—an educator, technologist, and child of Puerto Rican and Mexican parents—DEICER was created in response to growing fear and disinformation surrounding immigration enforcement.

When families are afraid to leave their homes, and trusted institutions fall silent, we need tools that are fast, inclusive, and human.

Why It Exists:

DEICER was born out of urgent necessity. After RC Concepción published an op-ed in Syracuse.com calling on Central New York to stand with immigrant communities, he went to work. In just 9 days, he built Vigia.co, a web app to crowdsource ICE sightings. Vigia quickly evolved into DEICER: a full-scale iOS and Android solution to empower users and organize peaceful responses.

It’s more than an app—it’s a movement powered by people who refuse to look away.
